Find the municipality's Sportello Unico per l’Edilizia, or SUE, on its website. Ask the local designer to confirm the appropriate procedure and municipal submission platform. Terms such as permesso di costruire and SCIA are not interchangeable options chosen by preference.

As a local example, Milan provides the SUE submission portal and explanations of building authorisations and procedures. These pages concern Milan. Elsewhere, start with the relevant Comune and check applicable rules.

Identify your municipality's service

Find the official website of the Comune containing the plot and its Edilizia or SUE section. Confirm the competent service and accepted platform. Milan is an organisational example, not a single portal for every Italian municipality.

Do not choose a procedure from a house's commercial name

Describe use, position, dimensions and whether the solution is fixed or movable to the designer. Have the procedure and documents determined for the actual works. A prefabricated or timber building is not automatically free of administrative requirements.

Before ordering, ask which site restrictions and design aspects need clarification. Do not let supplier documents and local design documentation develop separately.

What to clarify with the technician and SUE

  • Which documents are needed and who signs them?
  • Which additional documents or checks concern the parcel?
  • How is the application submitted and tracked?
  • Who answers requests for further information?
  • Which steps are required before works and at completion?

Keep submitted versions and responses in one shared file. If you change house position or configuration, have the consequences checked before construction.

Avoid: interpreting a page about SCIA or other notifications as general permission to start any work immediately. Classification must be confirmed for the project, not selected because it appears simpler.
