Building a house in Romania: documents and steps to check

In Romania, the urban planning certificate describes the property's planning status and relevant requirements, including necessary approvals. It does not allow construction to begin. A building permit is a separate document. Timber construction does not automatically exempt a house from authorisation. Law 50/1991, Articles 1, 6 and 7.

An indicative route is: clarify the land and intended building → urban planning certificate → applicable studies, design and approvals → permit application → permit → legal and technical preparations for starting work. Some activities run in parallel. The exact sequence depends on the site.

The application includes, as applicable, property rights, the urban planning certificate, technical documentation, approvals and other legally required documents. This summary is not a complete submission checklist. Confirm the file with the designer and competent authority. Do not start merely because you have submitted an application. Legal basis: Article 7 of the same law.

For Suceava municipality, consult the Urban Planning Department and municipal forms. Elsewhere, identify the authority competent for that plot.

Questions for the first meeting: who coordinates documents, who requests each approval, what investigations are needed and what dependencies could change the schedule? Keep a register of documents, responsible people, status and validity. Do not assume an online list covers every site.

Clarify the intention before requesting documents

Prepare exact land identification and a description of the works: house, outbuildings, access and connections as applicable. Discuss the option under consideration with the architect and unknowns that may affect it. A neighbour's situation does not confirm the position for your parcel.

Organise the team and documents

Agree who coordinates design, studies and authority requests. Request a list of responsibilities and deliverables: what you prepare, what the designer prepares and what must come from others or institutions.

Keep a register of documents, issuers, responsible people, status and validity. Store responses and plans within the same folder structure. A submitted request is not the same as an obtained document.

Checks before orders and construction

  • Is everyone working from the same drawing revision?
  • Does the design reflect site conditions?
  • Is it clear what each team will do and how their work will be coordinated?
  • Do you know which confirmations are needed before starting?
  • Are later changes checked and recorded?

Avoid: ordering a structure from a sketch that changes during design. Confirm the right point for each order with the team.

What this guide does not confirm

This is an orientation guide to prepare discussions, not an assessment of your plot or a complete submission checklist. Sources were consulted on 29 September 2026. Check official information and specific requirements before making construction decisions.

For a tiny house, explicitly describe its use, location, connections and whether it is fixed or movable. Do not infer an exemption from size, material or wheels.
